Cedar Backup 2.x in maintenance mode; Cedar Backup 3.x begins

With the release of Cedar Backup 2.13.0, the 2.x branch of Cedar Backup
will move into maintenance-only mode.  

I'll continue to do bugfixes and possibly minor enhancements and
improvements in the 2.x codebase.  However, I will not implement any
major new enhancements or make major functional changes to existing
actions or extensions.

As I find time, new development will shift onto the 3.x branch of Cedar
Backup.  Right now, the only thing I know for certain about Cedar Backup
3 is that it will use either Python 2.4 or 2.5 as the minimum Python
version.  This will allow me to get rid of some kludgy Python 2.3
compatibility code and will also get me access to newer language
features such as decorators.

Many other details are still open, so please let me know if there are
changes that you would like to see in Cedar Backup, either from a
functional perspective or from a code perspective.
